What do you mean? My first impression is that this is bad for Florida State.

It's extremely bad. For several reasons:
Over the last two years, the department has gone from 12 faculty members to 9 without being replenished. Two have left for positions at Georgia Tech, while one is listed as Retired when he's actually Dept. Head of Operational Sciences at Wright University (doesn't sound retired to me). The remaining majority of the Professors there have specialties in something other than Industrial Engineering (which is good for materials research, but bad for teaching industrial engineering).
It's usually a no-no to let an Associate Professor take the Chair position, especially when there are Professors within the Department. They may be trying to get an outside hire, (good luck with that anytime soon).
This also leaves fewer candidates to take over the director position at HPMI. Even though Dr. Liang is interim Research Director and Frank Allen is interim Operational Director (split the original position held by Dr. Wang), I think their inclination is to get an external hire for the temporary positions.
The department is being spread thin. May see an organizational restructure soon if new hires are not allowed.
