Looks like the first two lines are about the entire population of students taking the SAT, not just those that apply or are admitted to FSU.

Based on the literature linked above, in fall 2011 the median 50% admitted scored 1760 - 1980, roughly the 75th to 90th percentile of all taking the SAT. Impressive.

To get into FSU, you want to be either in that median 50% for both SAT and GPA...but if you are below for one, you better be on the high side for the other.
